The Office of Management and Budget (OMB) and Department of Defense (DoD) confirmed they have identified roughly $5.3 billion from internal accounts (including military housing allowances, RDT&E, and procurement funds) to ensure that military personnel will be paid this payroll cycle.
The process is being described as a temporary workaround, not a guarantee for future pay cycles if the shutdown drags on.
For many federal civilian employees (non-military) the picture remains uncertain — many are still working without pay or are furloughed, and no new full guarantee has been passed yet.
